Parking & Traffic Regulations
The Ridings at Cream Ridge is considered a private community and therefore not governed by NJ Title 39. The association has established the regulations below to be enforced on Weathervane Circle, Steeple Chase Court and Harness Court.
Permitted Vehicles.
No vehicles larger than a panel van and no mobile home, recreation vehicle, boat or any type of watercraft, trailer, off-road vehicle, commercial vehicle, camper or unregistered or unused vehicle may be parked within the community including on driveways and the Common elements for more than 48 hours except those temporarily on the property for the purpose of providing service to the Common Elements or to a Unit for a maximum of seven (7)consecutive days unless the Owner has secured written permission from the Board.
Parking Prohibited During Certain Hours on All Streets.
No person shall park a vehicle between the hours of 12:00 AM and 7:00 AM upon any of the streets within the community except for Saturdays, Sundays and public holidays with the exception of emergency response vehicles.
No Parking on Grass
There shall be no parking or storing of any vehicle, mobile home, recreation vehicle, boat or any type of watercraft or trailer on any of the lawns within the community with the exception of construction equipment while active construction or remodeling is taking place and with the prior written permission of the Board.
Bus Stops
No vehicle other than an omnibus, picking up or discharging passengers, shall be permitted to occupy the locations designated for said Bus Stops between the hours of 6:00 a.m. to 10:00 a.m. and 2:00 p.m. to 5:00 p.m.
Speed Limits.
Speed limits shall be established as follows: regulatory and warning signs conforming to the current New Jersey Department
of Transportation (“NJDOT”) Manual on Uniform Traffic Control Devices for Streets and Highways shall be erected and maintained to reflect the designated speed limit of 25 miles per hour as required by the NJDOT and as specified by the Bureau of Traffic Engineering of the NJDOT.
Traffic Direction
Vehicles parked on Weathervane Circle during permitted hours must be parked in the direction of the traffic flow and
only on the sidewalk side.
Responsibility.
Residents are responsible for information their guests and contractors of the parking and traffic rules.
Snow
When snow is forecast vehicles are prohibited from parking on the street. The Association may send out an emergency or snow
declaration advising owners and residents of a pending storm and the schedule of anticipated snow removal to the extent known. During an emergency or snow declaration the Association may lift certain restrictions on off-road vehicles in the community as communicated by the Association from time to time.
Nonresident Vehicles
Motor vehicles belonging to nonresidents may not be stored on any portion of the common areas or the street.
Repairs and Maintenance
Neither motor vehicle repairs nor maintenance may be performed on any part or portion of the common areas or in the street. Washing of vehicles is permitted only in the driveways.
Vehicle Registration
All residents must register any motor vehicles with the Association within thirty (30) days of procuring them and inform the Board when a vehicle is no longer in the resident’s possession.
Penalty for Violations.
Owners who violate the provisions of this Resolution will be subject to a fine of two-hundred fifty dollars ($250.00) for a first offense and a subsequent fine of at least two-hundred fifty dollars ($250.00) as permitted by the Association’s governing documents and by state law. The Association may also pursue legal action as permitted by its governing document and state law either instead of or in addition to the imposition of fines. Prior to assessing any fines to a homeowner’s account and/or pursuing legal action, the Board will offer the Homeowner an opportunity to participate in alternative dispute resolution (ADR).
Owners will be responsible for the conduct of their tenants, guests and contractors.
Collection of fines will be collected in the same manner as any other common expense or charge payable to the Association.
